BANGKOK: Heavy seasonal rains again pounded much of Thailand on Sunday (Oct 9), causing continued widespread flooding, particularly in the north-east and central regions.

In the north-eastern province of Ubon Ratchathani, almost 20,000 people have been moved into 85 temporary shelters as floodwaters overwhelmed more than 1,000 villages, the Department of Disaster Prevention and Mitigation reported.

The provincial Chamber of Commerce estimated 5 billion baht (US$133 million) of economic damage from the flooding, as residents complained that they received little assistance for their plight, which saw floodwaters penetrate central urban areas.

More than 200,000 households in total in 54 provinces have been hit by floods over 10 days until Saturday, according to the disaster agency.

Flooding is a seasonal problem in Thailand but this year it has been exacerbated by the remnants of Tropical Storm Noru, which swept through in the last week of September, and the south-west monsoon in the Andaman Sea and the Gulf of Thailand.

Authorities recently warned that the capital, Bangkok, and other provinces along the Chao Phraya River could face severe threats as the volume of water flowing from upstream is more than can be contained in the river and dams.

As the major dams reach their capacities, the authorities are forced to release water, which in turn raises levels in rivers downstream.

SINGAPORE: In recent weeks, the planet has been lashed by a series of typhoons and hurricanes.

Since the end of August, the Atlantic Ocean has seen hurricanes Danielle, Earl and Fiona, with Hurricane Ian now bearing down on Florida.

At the same time, countries along the Pacific Ocean were battered by typhoons Hinnamnor, Muifa and Nanmadol before Noru made landfall.

But what is the difference between a typhoon and a hurricane? How do they get their names? And could climate change put Singapore in the path of one of these weather events?

Here is what you need to know:

TYPHOON OR HURRICANE – WHAT IS THE DIFFERENCE?

According to the National Ocean Service of the US National Oceanic and Atmospheric Administration (NOAA), typhoons and hurricanes are the same thing – tropical cyclones.

“A tropical cyclone is a generic term used by meteorologists to describe a rotating, organised system of clouds and thunderstorms that originates over tropical or subtropical waters and has closed, low-level circulation,” NOAA said on its website.

The only difference between them is where they occur.

“In the North Atlantic, central North Pacific and eastern North Pacific, the term hurricane is used. The same type of disturbance in the Northwest Pacific is called a typhoon,” NOAA said.

“Meanwhile, in the South Pacific and Indian Ocean, the generic term tropical cyclone is used, regardless of the strength of the wind associated with the weather system.”

In Pakistan, nearby farms have long been supplied with water from the Indus River in order to expand irrigation systems and support agricultural growth. Over the years, embankments along the rivers have been built with government assistance to shield the farming land from sporadic floods.

Settlements constructed along the riverbanks and in flood-prone areas contributed by choking the natural drainage through which the excess waters move towards the sea.

The majority of farms receiving irrigation water from the Indus are owned by wealthier farmers. Wealthy farmers have prospered from these irrigation infrastructures, leaving the poor to bear the burden of flooding and devastation. That has raised questions about equity and justice in Pakistan.

GLOBAL CLIMATE INEQUALITY

The floods have also drawn attention to global climate inequality. Though Pakistan contributes to less than 1 per cent of global greenhouse and carbon emissions, it was ranked among the top 10 most vulnerable nations to the effects of climate change by the Global Climate Risk Index.

To address these multifaceted challenges and combat the climate crisis, Pakistan will need to implement a diverse set of short- and long-term strategies that are carefully designed, discussed and inclusively implemented. Science and policy must connect climate change risks and mitigation measures in an actionable way.

Better climate preparation is required for South Asia as a whole, not only in Pakistan. The entire region has experienced extreme weather events, such as flooding, droughts and heatwaves.

The tragedy in Pakistan is a wake-up call to the world’s most densely populated region. If immediate measures are not taken to improve climate crisis preparedness, mitigation and adaptation, disasters will worsen.

As UN Secretary-General António Guterres urges: “Today, it’s Pakistan. Tomorrow, it could be your country.”

SEOUL: Thousands of people were forced to evacuate in South Korea as Typhoon Hinnamnor made landfall in the country’s southern regions on Tuesday (Sep 6), unleashing fierce rains and winds that destroyed trees and roads, and left more than 20,000 homes without power.

A 25-year-old man went missing after falling into a rain swollen stream in the southern city of Ulsan, according to the Ministry of the Interior and Safety, which didn’t immediately report more casualties.

Fires were reported at a major steel plant operated by POSCO in the southern city of Pohang, but it wasn’t immediately clear whether they were caused by the storm.

Government officials have put the nation on alert about potential damages from flooding, landslides and tidal waves unleashed by Hinnamnor, which they said would be the most powerful storm to hit the country in years.

The storm came just weeks after capital Seoul and nearby regions were battered by heavy rainfall that unleashed flashfloods and killed at least 14 people.

Prime Minister Han Duk-soo had called for proactive efforts to evacuate residents in areas vulnerable to flooding, saying that Hinnamnor could end up being a “historically strong typhoon that we never experienced before”.

SEOUL: Thousands of South Koreans have evacuated as Typhoon Hinnamnor made landfall in the country’s south, authorities said on Tuesday (Sep 6), with heavy rain and strong winds expected to continue throughout the day.

The typhoon, travelling north at about 52kmh, left the Korean peninsula at about 7.10am through waters off the southeastern city of Ulsan after landing on the coastal city of Geoje, according to the Korea Meteorological Administration.

It is expected to head northeast and pass about 400km northwest of Sapporo, Japan, about midnight on Tuesday, the agency said.

President Yoon Suk-yeol convened response meetings and urged officials to take precautions until the typhoon is completely gone, his spokesperson said.

“Heavy rains, strong winds and a storm surge are expected until Tuesday,” the weather agency said, warning against “very” high waves in the coastal areas.

BEIJING: A power crunch driven by drought in China’s southwestern province of Sichuan, the country’s biggest hydropower producer, has started to ease as temperatures fall, state media reported on Sunday (Aug 28).

Power for ordinary industrial and commercial users has been restored while that for large industrial users will be gradually restored, except for highly energy-intensive industries, state media reported, citing the State Grid Corp.

A long drought across the Yangtze basin has crimped electricity supply, prompting concerns that China could suffer another devastating power shortage.

But demand is easing as the letup in temperatures, which had exceeded 40 degrees Celsius in many areas, has tempered a surge in air conditioner use, state media said.

Sichuan generates 30 per cent of China’s hydroelectric power, usually delivering a massive power surplus to the rest of the country.

But it is now receiving electricity from other provinces after weeks of minimal rainfall and extreme heat.
